His Excellency however feels at liberty to observe that he cannot admit that the Public Service did actually suffer by Mr Frother's late absence, and that he thinks the Public Service is called upon to control Mr Frother's singular position. The Governor's sanction is necessary for Salary and he in giving sanction must be bound by Colonial Regulations; his doing so is in accordance with the law.
His Excellency allows that Mr Frother's position can give him greater advantages than those enjoyed by the highest servants of the Crown in the Colony.
His Excellency considers that it will be necessary to review the sanction of this payment as it is at variance with the letter of the Express Rules of the service, observed in Correspondence yesterday.
I am to request that the Correspondence be sent up in order that the point may be satisfactorily settled.
