His Excellency however feels at liberty to observe that he cannot admit that the Public Service did actually suffer by Mr Frother's late absence, and that he thinks the Public Service is called upon to control Mr Frother's singular position. The Governor's sanction is necessary for Salary and he in giving sanction must be bound by Colonial Regulations; his doing so is in accordance with the law.
